A native of Portsmouth, Virginia, Dominic graduated with an Associates in Applied Science followed by a Bachelor of Science from Old Dominion University in 2010. He earned his commission at Naval Officer Candidate School in Newport, Rhode Island, in 2014. And completed his Masters of Public Health during COVID in 2020 from Liberty University.

Upon completing the Naval Intelligence Officer Basic Course at Navy and Marine Corps Intelligence Training Center in 2016, Lieutenant Commander Carter reported for his first division officer tour afloat with Patrol Squadron (VP) 16 at Naval Air Station Jacksonville, Florida as the Air Intelligence Officer. While at VP-16, his collateral duties included IT Systems Officer, Operational Security Officer, Intelligence Oversight Officer, and Anti-Terrorism and Force Protection Officer. Lieutenant Commander Carter departed VP-16 qualified as an Information Warfare Officer with additional qualifications in ISR, ASW, and others.

Lieutenant Commander Carter completed a multi-site surge deployment to 6th Fleet in support of Operations Inherent Resolve, Defiant Jackal, Silent Spectre, and Shrieking Banshee where he served as the N2A while providing situational awareness for European Command, Commander 6th Fleet, Commander Task Force 67, NATO partners, and other intelligence agencies. He provided intelligence support in the prosecution of more than 3500 flight hours while managing over 900 time sensitive post mission intelligence products and preparing 450 mission briefs.

Ashore, Lieutenant Commander Carter served as the IT Division Officer, Command Medical Readiness Officer, and Training Officer, in addition to serving as a watch officer onboard the Naval Criminal Investigative Service Multiple Threat Alert Center, providing indications and warnings of terrorist, foreign intelligence, cyber, and criminal threats to Department of Defense and Department of the Navy personnel, installations, facilities, and other assets in direct support of the national effort to combat terrorism. Additionally, he served as a counterintelligence analyst with specific focus on China and North Korea where he was hand-selected to lead the N2/N6 requested multi-agency analytic task force providing direct support to analysis of adversary collection efforts against critical MPRA assets and technologies and associated TTPs.

Following his duties at NCIS, he reported to Naval Network Warfare Command and Commander, Task Force 1010 where he served as the Cybersecurity Intelligence and Joint Space Operations Intelligence Officer. He qualified in Defensive Cyber Operations in addition to completing courses at the basic and intermediate space training levels in Colorado at Peterson Air Force Base.

Lieutenant Commander Carter reported on board the Office of Naval Intelligence serving as the Country Officer wherein he managed high priority relationships with the United
Kingdom (UK) Defence Intelligence (DI) and Royal Navy and Norway's Norwegian Intelligence Service (NIS), coordinating and supporting senior level engagements and intelligence exchanges bolstering intelligence sharing, strengthening partnerships, and improving collaboration. Lieutenant Commander Carter executed the first Norwegian Minister of Defence visit in 10 years to ONI in addition to a flawlessly executed engagement with the Director of National Intelligence to include the UK and Norwegian LNO engagement with the Director of Naval Intelligence and other senior Intelligence Community officials. Much of Lieutenant Commander Carter's work was classified, but leveraged his experience in the Maritime Patrol and Reconnaissance, ISR, and cyber domains heavily and produced tangible and substantial returns on investment with the partner nations and the U.S.
Lieutenant Commander Carter is currently assigned to Joint Task Force - Civil Support as the Deputy Director of Intelligence.

Personal Bio:

As a husband and father, a brother, a business owner, and an IFBB Professional Bodybuilder, I decided to take my education from applied science, communications, pre-med, and public health to begin to satisfy my passion for helping others in the health and performance domain. My business’ name reflects my philosophy in bodybuilding, namely, there is no offseason, meaning, your approach in contest prep and approach throughout the rest of the year should follow the same mentality: intentional, deliberate, and disciplined. The self-control, the objective-focused vision, they do not waver. Just because it may be permissible, does not make it beneficial. I want my actions to deliver the message of my worldview, not merely my words and proclamations.
The youngest of two, I grew up in a mixed household, Italian father and Black mother who were in their early twenties when they had my brother and me. My father competed in the Mr. Virginia when I was a toddler, so I was introduced to that world early on. My mother remains an athlete to this day competing as a tri-athlete and continuing training and teaching in martial arts and instructing swim lessons.
A mess at home, but successful in school and in sports, I left public school after my 7th grade year and began to be homeschooled, later taking advantage of dual enrollment to complete my associates while still in high school. While I was always fascinated by physical science, and even softer sciences such as psychology early on, my lack of confidence in myself prevented me from pursuing medicine. It wasn’t until after graduating ODU that one of my pre-med professors, Dr. Ralph Stevens, sat me down in his office and strongly recommended I not go into the military, but rather, go to medical school (where he was also a professor at EVMS). He still provided a strong letter of recommendation toward my Officer Candidate School package and that was ultimately the route I went as I also pursued a relationship with my then girlfriend (now wife) who had moved to Rhode Island as part of her own military career.
My life took many turns very early, from Supply Chain and Logistics Manager while still in high school to Project Management for a health solutions research and development firm where evidence-based medicine was translated into practical applications. I held various other jobs between that time frame and joining the military in 2014. Each experience shaped me in different ways and provided me with an ideal background for Intelligence, helping to propel me forward in my Naval career. At this stage, as a father to a 7-year old, a husband to a now retired wife turned full-time mom, things have drastically changed. Bodybuilding has taken a turn I never expected. Going from just a hobby and lifestyle to competing in my first competition in 2023 where I won overall in the Classic Physique Division at the Jay Cutler Classic in Richmond, Virginia. The following year, I competed in my second show at the Universe where I won overall in Classic Physique and earned my IFBB Pro card. I was encouraged to quickly do my pro debut and did so 5 weeks later in a very competitive lineup at the Texas Pro where I rounded out the top 10 in a class that was 30 competitors deep. Next month, I will compete at the Pittsburgh Pro and a week later at the NY Pro with a plan to potentially finish up my season at the Oklahoma Pro in June, but we’ll see as the season progresses. Ultimately, post season will be all about making the improvements needed to earn an Olympia qualification next year and fulfill a goal I never thought possible.
